feat: add diagnostic and health check scripts
Some checks failed
CI/CD Pipeline (Using Gitea Variables & Secrets) / production (push) Failing after 10m26s
Test Gitea Variables and Secrets / test-variables (push) Successful in 2s

- Add comprehensive health check script
- Add connection issue diagnostic script
- Improve health check reliability
- Better error handling and reporting
