ci: route staging through traefik at testing.dk0.dev

The dev container was never attached to the edge network, so Traefik had no
way to reach it and dk0-catchall redirected testing.dk0.dev to dk0.dev.
Attach portfolio-app-dev to edge on every deploy; the route itself lives in
the homelab repo (apps/doxx/traefik/portfolio-testing.yml). Default the dev
base URL to https://testing.dk0.dev (dev.dk0.dev has no DNS record).
